Post Council Notes for the Meeting of May 7 2012
Public Hearing
There were no submissions to the Zoning Amendment Bylaw 3745, which will establish regulations that would better facilitate the development of dwelling units in association with commercial uses in the downtown. This would be achieved by establishing specific regulations in the C-1 Zone for the residential component of a mixed use development.
5.1 Delegations
Vintee Kaushal - BDO Dunwoody presenting the 2011 Financial Statements for the City of Cranbrook.
Ms Kaushal reported that the audit showed the city books to be in good order.
Council Enquiries
Councillor Cross had two enquiries from the public. One was "Who pays for the clean-up after the fire?" CAO Pearce responded that the individual property owners pay for the clean up.
The second enquiry concerned scheduling for spring street cleaning. CAO Pearce responded that there is no specific schedule and that street cleaning is mostly complete for this year. He would however pass on the request for next year.

Engineering 2011 Annual Report on Spray Irrigation Operations. Engineering produces this report annually which it provides to MOE. It has been delayed due to illness but will be produced by the end of May 2012.
Leisure Services - The park bench in front of the Associates Medical Clinic was provided by the clinic and installed by City staff.
A decision was made to remove the bench as it has been causing some problems for the clinic. The bench will be relocated.
Recycling at the RecPlex. A cab/bottle recycling program will be in place by mid summer when large bins will be placed in the front lobby.
Library Hours and Survey - With the library HOPEFULLY soon to be open on Mondays they are interested on citizens thoughts on library hours. Please go to www.cranbrookpubliclibrary.ca and click on Library Survey. Paper copies are also available at the library.

Dust Control - completed twice a year by all gravel roads and lane ways are sprayed with magnesium chloride to suppress dust.

9.1 Letter from Relay of Life to fight cancer. Event taking place May 26 College of the Rockies, 10am-10pm
9.2 Letter from School District No. 5 sent to the Minister of Environment voicing their concern about CETA (Comprehensive Economic Trade Agreement).
A motion to express support of the correspondence from Frank Lento(School Board) over this issue and ask for more consultation and information about the implications of this far reaching Agreement was defeated in a tie vote with Councillors Scott, Pallesen and Davis voting against. Councillor Warner was absent.
A further post on this vast but relevant issue will be forthcoming.
9.3 Member Municipalities of UCBM regarding Gas Tax Funding agreement
9.4 Ktunaxa Nation inviting the City of Cranbrook to take part in their annual charity golf tournament.
9.5 Chamber of Commerce announcing a How to Measure your Carbon Footprint Workshop on May 8th starting at 8am at the Heritage Inn.
9.7 Government of Canada approving funding of $24,700 for Generations Garden Project.
The location of McKinnon Park has been approved by council.
9.8 The Province approving funding in the amount of $279,935 under the Community Recreation Program.
This funding will be applied to trail extensions and upgrades.
9.12 Letter from CBT thanking Joe McGowan for his support and technical expertise.
9.13 BC Hydro providing $800 to the Cranbrook FireFighters Fishing Clinic.
9.14 Correspondence from BC Transit regarding standardized Design and Procurement Strategy for Bus Shelters.
46% of the $9,000 to $10,000 cost of shelters is paid by transit. This item was referred to the Cranbrook in Motion Committee.
9.15 Request by owners of property located at 1701-17th St. S. to be included in the City of Cranbrook city limits.
Councillor Cross commented that she had taken a look at this location and wondered about the other property in the location. CAO Pearce responded that this will come into consideration once a process has begun.
9.16 Request by Joseph Creek Streamkeepers to plant native plants in Kinsmen Park.
Granted with concern expressed by Councillor Pallesen that watering by city staff might pose a problem.
9.17 Child Find BC requesting May and May 25 be proclaimed Missing Children's Month and Day
Granted.
11.1 Committee Report
Request to approve McKinnon Park as the location for the Public Produce Garden.
Approved.
12.1 New Business
To seek Council support to the Volunteer Appreciation and Awards Gala by purchasing a table in the amount of $250.
Granted.
12.2 New Business
That Council accept the audited 2011 Consolidated Financial Statement.
Treasurer Staudt commented that the city is at 60% of its borrowing capacity. The report was received and formally accepted.
12.3 New Business
That Council approve the street closures of 10th Avenue South Saturdays during the Summer for the purposes of the Cranbrook Farmers Market.
Carried.

13.2 That Council approve City of Cranbrook Downtown Revitalization Tax Exemption Bylaw No. 3746,2012

Mayor Stetski reminded the public of the potential savings to anyone wanting to rebuild or renovate in the downtown area as a result of this new bylaw.
Bylaw adopted.
13.3 That Council give first, second, and third reading to Cranbrook Tax Rates Bylaw No. 3747,2012

Mayor Stetski explained that the average increase to home owners this year is 4.5%. As some property assessments have been reviewed that will be variance in increases. To cover city expenses $21 million must be raised through taxes.

It is proposed that rates be held at the same level until 2014 due economic times and due to the fact that Cranbrook rates are already relatively high. The full documentation can be read at the above link.

Thank you to the Mayor and Council for all the countless hours of hard work they put in before and after Council Meetings. Listening to the list of events and meetings that they attend in a typical month reminds all of us of their commitment and dedication to the betterment of the City and its citizens.
ReplyDeleteRe: Library Hours & Survey - our library is NOT presently open Mondays. They may consider Monday opening but many patrons would rather spend the dollars on open hours during holiday weekends. Families who can not afford to leave town would love an afternoon at the library when parents are off work & kids home from school.
