Dwayne Harvie new Deputy Director of Engineering Services was introduced.
A Certificate of Appreciation was presented to BA Blacktop for their service to the community.
Delegation
Corporal Pat Prefontaine gave the 3rd quarterly report for the RCMP. He reported a 400% increase in break and enters but as the culprits have been apprehended he is now hoping for a 400% reduction. There were two successful significant searches for seniors in this time period and both were successful. Corporal Prefontaine also discussed the barwatch program and the use of the PRIME data program (“Police Records Information Management Environment”)

Correspondence
9.3 East Kootenay Chamber of Mines, Kimberley (conference) request for funding assist. Councillor Davis moved to donate $400.00. Carried
9.4 Councillor Whetham discussed the item concerning potential changes to the status of back country road maintenance. (Natural Resource Roads) Council agreed to invite MLA Bennett to the next Council meeting to elaborate.
New Business
- The New Annual Operating Agreement for the Transit System was approved.
- A zoning application for the splitting of a two hectare parcel into one hectare parcels created discussion because Council agreed to ‘no comment’ despite the fact that it goes against the City’s OCP and despite the fact that it appears the application could be approved through another legitimate channel. However Councillor Whetham’s resolution to approach the issue through this channel was defeated.
- Kinsmen Free Skate program was approved
Bylaws
Zoning change for the Homeless Shelter was adopted.
Revenue Anticipated Borrowing Bylaw was adopted.
