Administration Update

7.1 - Airport runway rehabilitation project has been completed. The cost of construction was paid for by Transport Canada with total estimated cost being $6.5 million dollars.

- Secondary suites update. An open house will be held on Nov. 17 at the Cranbrook Public Library Manual Training Centre (the Cranbrook Guardian will provide you with times once they have been provided to us)

- The draft Slaterville Neighbourhood Plan is complete and will be presented to neighbourhood residents at an open house in November (the Cranbrook Guardian will provide you with date and time details once they have been provided to us)

- as of Nov. 1 only one tree rebate is available while 18 low flow toilet rebates are available.

- Destruction of election sign is a criminal offence

- Wildfire risk reduction and bio energy initiative with the St. Mary's Band and the Rocky Mountain Trench Society is underway. Attempts are being made to reduce our wildfire risk while trying to find an economic use for the low quality timber coming off the treated lands through the development of bio energy applications. Several studies were commissioned by the City and the Ministry of Jobs, training and Investment including Biomass Feasibility Study for the City of Cranbrook.

Correspondence

9.1 Letter from BC Hydro letting the City know they have been successful in their request for $6500 for the purchase of trees and shrubs as part of their east entrance beautification project.

9.2 Columbia Mountain institute requesting support for their Urban Wildlife conference.
9.3 Request for sponsorship from the E.K. Chamber of Mines for their fundraiser, Minerals South
9.5 Request for support from the Canadian Mental Health Association for their Annual Community Dinner
9.6 The Cranbrook Lions requesting the use of City buses for their annual " Christmas Lightup"

New Business

12.1 - Reflects the changes in the transit operating routes

12.2 - Referral from RDEK.  Administration recommends no comment with regard to further zoning changes within the 10km radius of the city centre.  This request to further subdivide a 2 hectare parcel into 1 hectare parcels is on Carl Thompson Road.

As Council gave no comment on a much larger referral from the RDEK recently, it obviously makes it difficult for any other applications in the future to be dealt with differently.

12.3 Report Recommendation concerning a multi-family development permit for the Salvation Army (homeless shelter)

12.4  Kinsmen propose to further underwrite and continue the fee skate program which they have undertaken for twenty years.  They will provide $10,000 towards costs.

Bylaws

13.1 Report recommendation regarding zoning for the Salvation Army Homeless Shelter
13.2 Anticipated borrowing  - adoption of Revenue Anticipation Borrowing Bylaw 3738

Late Agenda Items
Crosswalk for Kootenay Orchards
Handicap Parking Pioneer Lodge
