Post Notes for the Council Meeting of October 3rd 2011

Delegations

• Kate McLaughlin gave statistics concerning work related injury and death but relayed the information that Cranbrook is proud to have received the designation as a safe community. October 5th will be proclaimed as Safe Canada Day.

• Sheldon Isaman of Summit West Developments presented his proposal for his land on the East Hill to Council.

What Council received at this meeting was not what was represented in the Council Package and made public on Friday September 30th. He had reduced his initial phase to a proposed 51 lots including the Equestrian Centre, phase two with 27 lots and the proposal still allows for urban overlay. He did state the rest of the plan remains the same. Mr Isaman’s proposal was represented in maps, which have not changed and in the tomes of material, which were obviously not possible to review in the twelve minutes of his presentation. Councillor Pallesen asked questions about road access and services, the answers of which are available in the Council package for the public to read. Councillor Pallesen also took time to praise the project and let Mr. Isaman know that the Chamber of Commerce is behind him. Councillors Wavrecan and Scott also praised Mr Isaman for the amount of work he has done. Councillor Wavrecan elaborated on where he felt the city stood on this project and that it is now in the hands of the RDEK, not the city. Councillor Whetham while he acknowledged the amount of work Mr. Isaman had put into this project had a number of questions about the impact of this project into the future and how it would relate to the City of Cranbrook. Councillor Whetham made it very clear that he is not opposed to development but is concerned with how we develop.

• Captain Kirk Green along with Neil Cook updated Council on the status of the Homeless Shelter. Captain Kirk stated the Committee is just 60 to 90 days away from a formal presentation to BC Housing and that everything looks positive. They are anticipating a ground breaking in the Spring of 2012

Correspondence
Councillor Whetham spoke to the correspondence regarding Post Consumer Packaging. He felt this regulatory change to put the cost of packaging back on the people who package was a good incentive for manufacturers to package more effectively. Councillor Schatschneider was not so sure.

Committee Recommendations

Wellness and Heritage. Council voted to contribute $400 to the Cranbrook Heritage Map project

New Business

Report Recommendation from Corporate Services Department regarding RDEK referral – OCP and Zoning Text and Map Changed to Rockyview OCP and Cranbrook Rural Zoning Bylaw

After council members intensely argued their points Council voted 4 to 1, to not object to this latest proposal , which was received during the Council Meeting and despite its contradiction to the City’s own bylaw 3550. Councillor Whetham opposed.

Councillor Scott stated how she felt Shadow Mountain and Wildstone had got us through the last few years and that this development would be a good thing.  Councillor Palleson read a letter from a concerned citizen and Councillor Wavrecan and Pallesen both commented on how they had received phone calls concerning this project but they dismissed the concerns.

Councillor Whetham opposed this official comment to the RDEK and stated "There is an issue with the OCP bylaw and that if we don't honour the bylaw, then basically they(bylaws) are just so much window dressing.  Normal procedure is to amend it and that needs to follow procedure" 

Bylaws

Land Use Applications Procedures Amendment Bylaw No 3729 was adopted

Annual Taxation Exemption Bylaw was given first, second and third reading.

Round Table Comments
Councillor Whetham commented on how impressed he was with the Slaterville Community Barbecue and with the interest and enthusiasm for the neighbourhood plan. He had previously made mention of how impressed he was with the welcoming acceptance of the Homeless Shelter Project.
Councillors Scott, Pallesen, Wavrecan and Manjak spoke of their experiences at the Union of BC Municipalities Conference. Councillor Davis was absent.
